Public bodies such as the MOD, NHS, Network Rail and local councils hold land suitable for new homes. The model replaces land sales at market prices — “best consideration” — with 100-year leases at peppercorn rents, removing the land purchase cost from the housing model. The land stays publicly owned throughout; when the lease ends, the homes and infrastructure revert to the public landowner under its terms.
