Resolve the points that carry the structure

The Trust’s charitable purposes, the applicable rent rules and the legal character of the lease sit at the centre of the model. They determine how the organisation operates, what it charges and the security it offers.

The appendix records each required opinion, the passage it concerns and the consequence of the answer. This turns the legal work into a defined implementation task.

Follow the consequences through the programme

Lease drafting connects to renewal, succession, repairs and persistent arrears. The treatment of government investment connects to the fiscal case. Bond eligibility and disclosure connect to access for savers.

Infrastructure funding, procurement, tax and allocation also require decisions. A conclusion in one area changes costs or obligations elsewhere. The instruction to advisers needs to preserve those connections rather than treating each question in isolation.

Separate legal decisions from market evidence

Some answers come from counsel, regulators or written confirmation from the relevant authority. Others come from the market: the construction price, local comparable rents and the terms on which capital is available.

The proposal assigns each type of evidence to the decision it supports. Its statutory analysis is dated 19 October 2026 and requires checking against the position at implementation. The next stage is a completed legal and delivery framework that reflects those findings, with the financial model updated wherever the answers change its costs.
